The Return of Pedal Power to Supply London’s Economy

Cargo bikes are becoming an increasingly familiar sight on London’s streets, but they are only the latest chapter in a much longer story. From horse-drawn carts and underground mail trains to electric vans and even delivery drones, London has always reinvented how it moves goods. The more interesting question is not whether cargo bikes can replace the van, but what they reveal about how London has continually reinvented the hidden systems that keep the city supplied.

Every morning, long before most Londoners wake, an extraordinary logistical operation is already underway. Supermarket shelves are being stocked. Cafés receive fresh milk before the breakfast rush. Restaurants take deliveries of fresh produce. Construction sites receive materials before workers arrive. Chemists restock medicines. Parcels begin their final journey to homes and businesses across the capital.

Most of us barely notice this system unless something goes wrong. A delayed delivery, an empty supermarket shelf or a van blocking a busy street is enough to remind us how dependent London is on an enormous logistics network that usually works without attracting attention.

As London continues to rethink its streets, that network is changing too. Cargo bikes have become one of the most visible symbols of that change, prompting a simple question: could London eventually be supplied by pedal power alone?

Cargo bikes are clearly not going to replace every delivery vehicle. The more interesting question is how they fit into the much longer history of London’s freight network, and what that tells us about the future of a city that has always had to find new ways of keeping itself supplied.

A city built on moving things

Much of London’s transport debate understandably focuses on people. We discuss Tube extensions, cycling infrastructure, buses and walkable neighbourhoods. Yet London became one of the world’s great cities because it learned how to move goods.

The Romans relied on the Thames as London’s original freight corridor, bringing food, timber and stone directly into Londinium. Medieval London depended on markets, packhorses and handcarts. By the nineteenth century, horse-drawn drays carried everything from beer and coal to furniture and food through increasingly crowded streets.

Those streets were far from idyllic. Serious injuries and fatalities involving horse-drawn traffic were a regular feature of Victorian London, while the sheer number of working horses created problems of congestion, noise and animal waste. The debates may sound familiar. Every generation has wrestled with the balance between movement, public health and the quality of city life, even if the technology has changed.

Innovation has often come from thinking differently rather than simply adding more vehicles. One of London’s most remarkable transport systems ran almost entirely out of sight. From 1927 until 2003, the Mail Rail, formerly known as the Post Office Railway, transported letters beneath the capital through driverless electric trains between Paddington and Whitechapel. Long before anyone talked about autonomous deliveries or last-mile logistics, London had already built an underground freight railway to bypass congestion above.

Those who joined our recent visit to The London Tunnels explored another chapter in this hidden history, discovering the remarkable infrastructure beneath our feet that has quietly kept London functioning for generations.

Retail is changing too

The way London shops is changing alongside the way London moves.

When IKEA opened its Oxford Street store, it represented more than another retailer arriving in central London. For decades, IKEA’s business model assumed customers would arrive by car, fill the boot with flat-pack furniture and drive home.

Its London store has been designed around a different assumption. Customers arrive on foot, by Tube or by bus, buy smaller items to carry home and arrange delivery for larger purchases. It is one illustration of a wider change. Retailers are increasingly designing stores around customers who arrive without a car, while treating delivery as part of the shopping experience rather than something that happens afterwards. As London’s streets evolve, the movement of goods is becoming just as important to the customer experience as the movement of people.

The hidden infrastructure of London

Look beyond the cranes of Battersea Power Station and another London appears.

Immediately alongside one of Europe’s largest regeneration projects sits New Covent Garden Market. Every night, while the apartments remain dark and the restaurants closed, around 175 wholesale businesses prepare fruit, vegetables and flowers for distribution across London before most of us wake.

It is an extraordinary contrast. One side of the railway represents London’s future as a mixed-use neighbourhood of homes, offices and leisure. The other reminds us that cities still depend on the less glamorous business of supplying themselves.

The same is true of Smithfield Market, which has shaped London’s food supply for more than 800 years. As traders prepare to leave the current site over the coming years, attention is increasingly turning towards what happens next. The debate is about far more than preserving remarkable Victorian buildings. It is about how cities reuse historic infrastructure when it is no longer needed for its original purpose.

New Covent Garden and Smithfield remind us that London’s freight infrastructure is every bit as important as the stations, bridges and public squares we celebrate. Without it, the city simply could not function.

Can pedal power do it all?

Cargo bikes undoubtedly have an important role to play. Electric assistance allows riders to carry surprisingly heavy loads while avoiding congestion and producing no tailpipe emissions. For florists, cafés, couriers, maintenance teams and many independent businesses, they can often be quicker and cheaper than conventional vans. Transport for London sees them as an increasingly important part of the capital’s freight network, particularly for last-mile deliveries where they can reduce congestion and improve air quality.

They are not, however, a universal solution. No cargo bike is delivering structural steel to a major construction project, replacing supermarket articulated lorries or carrying the heavy equipment needed to build new homes.

Rather than replacing vans altogether, cargo bikes are helping London become more selective about which vehicle is best suited to each journey. The capital’s freight network is already evolving into a more flexible system that combines electric vans, cargo bikes, rail freight, river transport, consolidation centres and carefully timed deliveries.

What about drones? They often dominate headlines about the future of logistics, but central London presents obvious challenges. Busy flight paths, dense development, heritage areas and strict aviation regulations mean widespread drone deliveries are unlikely to replace street-based freight any time soon. London’s future is far more likely to depend on combining different solutions than searching for a single technological breakthrough.

Reinventing London, again

Over the past two decades, London has transformed the way people travel. The Congestion Charge, the Ultra Low Emission Zone, cleaner buses and the growing adoption of electric vehicles have all contributed to improving air quality across much of the capital. As those changes continue, freight is becoming a more prominent part of the conversation, not because vans are disappearing but because our expectations of the city are changing.

We want cleaner air, quieter streets, safer neighbourhoods and more space for people, while still expecting fresh food, online shopping, thriving cafés and ambitious construction projects. Those ambitions are not incompatible, but achieving them requires us to think as carefully about moving goods as we do about moving people.

We often celebrate London’s visible infrastructure: stations, parks, bridges and public spaces. Yet some of the city’s most important infrastructure is almost invisible. It is the system that ensures cafés have coffee before breakfast, theatres receive scenery before the curtain rises, construction sites have materials before work begins and supermarket shelves are stocked before we wake.

From Roman barges on the Thames to Victorian drays, underground mail trains and today’s low-emission freight networks, every generation has found new ways of keeping London supplied, often by combining old infrastructure with new ideas rather than replacing one system with another. Cargo bikes are part of that continuing story, not its conclusion. Understanding how that story evolves matters because the way goods move through London shapes everything from the air we breathe to the streets we share.
